Abstract

In 1989, the planning department, through architect Rubén Palumbo, commissioned the project for a Plaza. The proposal shows a control and precision that can only be verified on a visit. The stairs and ramps seem to float on a plan that dispenses with almost all pre-existing elements. The trees, the adjacent buildings and the graceful topography of Rosario, prior to the ravine, are taken for granted and are the basis of the project. Today, that governmental and professional predisposition that supported a radical proposal has yielded to questionable budgets that have led to clumsy interventions.
